Recently released from HUD are two notices that propose to eliminate the Green MIP and regulate MIP for all multifamily programs. (links found above)
The first notice proposes how to eliminate the Green MIP for 232 mortgages without unduly harming those in process. The notice eliminates the Green MIP option moving forward but provides a grace period for those in the queue or who have not yet filed an application. Those in the queue who meet the qualifications for Green will still be honored, as well as those who apply within the next 60 days. Those 232s that do not meet the qualifications or do not file in the next 60 days will be subject to the existing premiums, as published in 2016 and affirmed in 2022.
The second notification proposes the elimination of the Green MIP reduction for multifamily properties, but also lowers the premiums at 0.25 for all multifamily programs. Projects that currently have the Green MIP and need to annually fulfill the requirements to evidence the initial green building achievement and the annual reporting of the energy performance would be fully eliminated.
This is a big step to help reduce the cost of the HUD loan for all our developers and borrowers.

Issues Directive to Level all Multifamily Mortgage Insurance Premium Categories to 25 Basis Points, Ending the Green and Energy Efficient Category
WASHINGTON – U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner today announced the Federal Housing Administration (FHA) will propose an across-the-board leveling of its Upfront Capitalized and Annual Mortgage Insurance Premiums (MIPs) to 25 basis points for all Multifamily program categories. This action is the first step in eliminating the ideologically motivated green energy category, which will lower costs for lenders and developers and will help accelerate the supply of affordable housing stock for the American people. Following today’s announcement, HUD will solicit comments from the public for 30 days.
“At HUD, we’re mission-minded and focused on helping to put affordable housing within reach for hardworking Americans,” said Secretary Scott Turner. “By leveling MIPs and cutting cost-inflating regulations, we’re unlocking competitive financing and driving down costs across the board to spur development. For too long, access to housing has been tied to obsolete, ideological mandates. Under President Trump’s leadership, Americans are no longer forced to subsidize misguided and inefficient green energy crusades at the expense of real housing solutions.”
The Multifamily Green and Energy Efficient Mortgage (Green MIP) category is burdensome and costly for lenders and developers and has proven to be ineffective in furthering wide-spread affordable housing development. Under this notice by FHA, the Green MIP category becomes economically obsolete, because MIP rates are uniformly proposed at 25 basis points, and for all loans closed under a Green MIP rate, the requirements to evidence the initial green building achievement and the annual reporting of energy performance would be fully eliminated.
