HUD Publishes Revised HAP Assignment Form: On August 15, the Office of Multifamily Housing Programs, announces the availability of a standard form for the Assignment, Assumption, and Amendment of Section 8 Housing Assistance Payments Contracts. This form, which went through a public comment process prior to being finalized, has been approved by the Office of Management and Budget. Use of this form is now required for any assignment of a Section 8 project-based rental assistance (PBRA) Housing Assistance Payments (HAP) contract.
In the 242/223(f) Hospital Loan Program, the maximum loan amount is the lesser of: (1) 90% of net property plant, or equipment (or 90% of appraised value); (2) (Refinance) 100% of the cost to refinance the existing indebtedness, including the amount required to pay off the indebtedness; or (3) (Acquisition) 100% of the cost to acquire the hospital, including the actual purchase price for the land and improvements.

Team Member Spotlight: Maryann Rossignol
Maryann Rossignol is a Managing Director at Hudson Realty Capital. Ms. Rossignol joined the company in February 2004 and is responsible for performing asset management and debt serving responsibilities, and establishing the structure and procedures for the Asset Management group.
In her current role, Ms. Rossignol ensures that Hudson Realty Capital’s investment goals are met through close monitoring of investment performance, and through active engagement in implementing solutions for challenging assets.
Previously, she was a Senior Financial Analyst at Compaq Financial Services, where she structured, negotiated and underwrote multi-million dollar leases and debt transactions. Prior to Compaq, Ms. Rossignol worked at Credit Lyonnais Bank in several capacities, including Assistant Vice President of Real Estate Finance. Ms. Rossignol received her B.B.A. from the College of William & Mary.
